My hash key stopped working. It’s usually Option + 3 which now does nothing.
Tried Alt + 3, Control + 3 and Command + 3 but none do a hash symbol.
My keyboard language probably changed following an update, but the hash symbol is part of my password so I can’t sign into my Mac to even go to Keyboard settings.

What about Shift 3? That is what is standard for the US. Option 3 is for British. Unless you have gotten British PC activated by mistake -- there # is on the right most key of the top or middle row.
What is your usual input source? What others do you have activated?
