I have a 7th gen iPad with a 1st gen Apple Pencil and after the update to iPad OS 16.2 I can't use any pressure based brushes in apps like Procreate or Adobe Fresco.
I already did a hard reboot of the device, re-paired the Apple Pencil with the iPad, checked the settings within the apps and everything appears to be where it needs to be.
Given that you have already followed the obvious fault-finding steps, you might be best advised to seek assistance directly from from Apple Support - and request a remote diagnostic test. You can contact the Support Team using the Support link at top-right or bottom-left of this page.
