An iPad 2 cannot run any higher iOS version than 9.3.5 (wifi only) or 9.3.6 (some cellular models).

If you are running iOS 10, as indicated in your equipment profile, then you have an iPad 4, and it itoo cnnot be further updated.

You have an outdated ipad that can't get that ios. You'll need to buy a newer ipad.
