Disband the family and set it up again with a new organizer. See Leave Family Sharing - Apple Support. You can only switch to a new family once per year.

You cannot change the Family Organizer of an active Family Sharing group.

The current organizer must disband the Family Sharing group, and then you can create your own Family Sharing group and invite anyone you want into it.
