Voice to text not working

Thanks for reaching out to the Apple Support Communities. To get started, can you provide us with a few more details on what happens when you try using Dictation on your iPhone? For example, are you not seeing words appear as you speak, or are you seeing incorrect or duplicate words?
Since the issue persists after restarting your iPhone, are you currently updated to the most recent iOS version? If not, since updating can often bring the latest features, security updates, and bug fixes, we would recommend updating to the latest iOS version, and test the issue again.

Update your iPhone or iPad wirelessly
1. Back up your device using iCloud or your computer.
2. Plug your device into power and connect to the internet with Wi-Fi.
3. Go to Settings > General, then tap Software Update.
4. If you see more than one software update option available, choose the one that you want to install.
5. Tap Install Now. If you see Download and Install instead, tap it to download the update, enter your passcode, then tap Install Now. If you don't know your passcode, learn what to do.

I honestly don’t know. I just randomly picked a language other than US English.
then I disabled dictation. Then I re-enabled dictation then changed language back to English. Now it works.
but when dictating I do still see an icon of a microphone with an x beside it that I don’t recall seeing prior to updating to version 16.2
