Why I can’t download Memoji on my 7 plus ?

You cannot. The Memoji app is an Apple Watch App only.
Supported iPhone models have the Memoji features built in and don't need an App.
An iPhone 7 Plus does not support Animated Memoji.
You can however use Memoji Sticker packs from the Messages App on the iPhone 7 Plus by tapping on the Memoji icon in the Messages app drawer.
