Since you work for Spectrum, this is most often caused when the watch hasn't been provisioned properly in the Spectrum system. I would make sure the IMEI - ICCID - EID and SEID numbers are set up correctly.
Another thing to check, if you are doing this for a customer, is where the watch was purchased? I'm assuming you're in the US? If the watch was purchased anywhere other than the US, Canada, Mexico or Puerto Rico, it won't work on US carrier systems.
