cannot uninstall or delete an app

What app? What happens when you try? Be sure to quit the app first or you can't move it to the Trash. Try restarting in the Safe Mode and then moving it to the Trash. ( Safe Mode: hold down the Shift key on restart.) Be patient as the process can take up to ten minutes while the Mac's OS repairs itself and cleans its caches. Then restart normally.
