> Where are these settings ?

System Settings > Privacy & Security > Files and Folders or > Full Disk Access. But I have never needed to manually adjust them.

Apple prevents downloading non-compatible OS from here:

How to download macOS - Apple Support

or via the Terminal:

softwareupdate --list-full-installers

softwareupdate --fetch-full-installer --full-installer-version 13.1

But I am not sure if a USB flash installer can then be prepared on a non-compatible Mac (in M1 Macs it might be necessary to format the USB flash drive on the same M1 Mac because a drive formatted on an Intel Mac might not boot).

This has worked for me (for a while that page had a typo because it initially missed ".app" from "...Ventura.app..." command so it did not work...):

What I see here is a command called --volume. Also there are forward slashes and backslashes. These don't seem like valid command line entries to me, but I might be wrong.

"sudo /Applications/Install\ macOS\ Mojave.app/Contents/Resources/createinstallmedia --volume /Volumes/MyVolume"

That's not a command. It is a long option, used to designate the volume to use. createinstallmedia is the command.

The question arises, Does the computer on which this Mojave USB Installer is being built Qualify to run Mojave ?

To perform this action will require booting from a Bootable Installer

The Bootable Installer can Only be performed on an Apple Computer

This will have to be performed from a Qualifying Computer to run the version of macOS to be made on the Bootable Installer.

Example : Bootable Installer of Mojave would have to be done on a computer that Qualifies to run Mojave

Link below

macOS Mojave 10.14 hardware requirements

Notation: If the computer being used to perform this action is Too New or Too Old to qualify to run the version of macOS - this computer can not be used.

Alternative is, to gain access to a Qualifying Apple Computer from a family member, friend or associate.

The last time I tried to created a Mojave USB Installer ( years ago ) the below command worked fine on a Qualifying Mojave Computer

sudo /Applications/Install\ macOS\ Mojave.app/Contents/Resources/createinstallmedia --volume /Volumes/MyVolume

The command above may appear as on two lines but in reality is all on One Line

This makes me think, has the User attempted to create a Bootable Installer for Any Other version of mcOS like Catalina, Big Sur or Monterey

By virtue of the " get "command not found" - in theory it could be as @Barney-15E mentioned specific to the Full Version of Mojave.

Further, if the same issue occurs when making a Catalina etc that may mean something else
