You need to find the order that you canceled that caused this, looks like you have a purchase block.

They will tell you why your Account balance has been disabled, and how to enable it again.
You need to have Service first, with No Service you cannot call.
Have u fix it,i got the same issue 3 days ago, i called support over 10 times, and nobody can solve this
i placed the first order is apple watch for pick up , then i cancelled cause i don’t need it, i wanna buy ipad first. after i cancelled my apple watch order, i placed a new order for ipad, it was apple team cancelled my ipad order, i asked adviser they have no idea for the reason why the apple cancelled my order
