Remove any add-on VPN client apps, any add-on security apps, and any add-on cleaner apps, and remove any beta profile, restart the iPhone, delete the download (Settings > General > iPhone Storage > find the download, and remove it), connect to Wi-Fi, and re-download the update, and try the install again.
