Stuck at terms and conditions
I recently updated my MacBook but it end up at a black screen. When I reset it, I got stuck at terms and conditions with the agree button greyed out. What should I do?

The workaround is to click the Back button and return to the page asking you if you want to set up iCloud. Select "Skip" or "Set up later" or words to that effect.
Then, you will be able to advance to the T&C page and Agree. You can set up iCloud later.

I have no back button. I have read through the terms and conditions, but I cannot click the box and agree. I cannot quit system settings and because I cannot quit system settings, I cannot restart the computer.

Please create a brand new Discussion. Start from the beginning and describe how you got to that point. Your concern is different from the originator of this one, who alluded to resetting something. What that was is not clear, but was not relevant to the answer provided.
Your Mac should not be asking to create a new computer account. How you got to that point needs to be addressed. That is the reason your concern is different and the reason it requires a new Discussion.
If you upgraded or installed macOS and during initial setup you cannot agree to the T&C, then click the back button and skip the AppleID sign-in as @John Galt already suggested. Make sure to scroll all the way to the bottom as well in case it will only allow the button to be clickable only after viewing the end text of the agreement.
If you are getting this after booted into macOS, then sign out of iCloud (maybe even AppleID as well). Accept the T&C, then sign back into iCloud/AppleID. I had to do this after using Migrating from the old Mac to the new one.
When I click the back button and select skip for iCloud setup, I can advance to the T&C and agree page.
The next page asks to create a computer account.
Is it wise to create a second Mac account other than the one I already have?

have you tried scrolling to the bottom of the agreement text, it's not uncommon for agree buttons to be inactive until the user have "read" the agreement text all the way
