My iPhone is not letting me shut it off to restart it

My iPhone is not letting me shut it off to restart it. I can't open any apps too, so I feel like someone hacked my phone and I need to restore it. How can I get it done before I go to work tomorrow

Perform a Forced Restart. Follow the instructions very carefully. You have to ignore the screen when the "off" slider appears and keep holding the button down until the Apple logo appears on the screen.

There are only 2 possible results with a Forced Restart

1) The phone returns to normal operation

2) The phone has a hardware problem that will need attention at the Apple Store or authorized Apple Service shop.
