What is Carousel and why is it accessing Location on my son’s Apple Watch SE? Can’t find any app with this name.

Browse ALL Apple Watch Apps Available (not just featured ones) Maybe I am missing something, but is there a master list of ALL Apple watch apps available for download that anyone can browse? All I can seem to locate are featured apps in the App Store (regardless of what device that I use to navigate), with a brief expanded list per category. Then a magazine article comes out telling me about other apps that I can only seem to find if I input the name in a search. In the early days of the App Store, one could see absolutely every app available in a list view. What is the trick now?
