Use a Computer to Update:

Use my User Tip:  Update your iPhone Using a Computer - User Tip. If any updates are available, they'll install, sure enough.

An unit running 12.5.6 isn't capable of 13 or above. For reference, most of the people who answer questions on these boards are other customers, not Apple employees.
