I have an XR 16.3 but not Keynote so I can't check it for you. You may have looked already but in your screen shot I'm wondering if document setup might be found in Presentation Setup? The article you linked to might be out of date as it is several months old.
If you can't find such a setting I suggest you contact Keynote Support through this link:

Link shows Document Setup in step 4 (Left Picture) but it’s not shown in my iPhone XR (Right Picture).
