Prevent specific files from being store in iCloud

Is there a way to prevent file X from being stored in iCloud? It's fine to be backed up there, but without internet, I cannot access it. Other responses to this question in "Community" directed askers to instructions for turning syncing for the entire Desktop or Documents folders on or off. This is not a solution to the problem, as I want my Documents in the cloud, I just don't want a particular folder residing only in the cloud.

There is an option to have all of the folders that are stored in iCloud to also have a local copy on your Mac. That is the Optimize Mac Storage options in Apple menu > System Preferences > Apple ID > iCloud > Optimize Mac Storage - off.
