Using old iPad mini
My iPad mini is fully charged, but it is an old iPad and it wants to set up again instead of working. What can I do to get past the set up?

Nothing. Other than setting it up, there's nothing you can do.
If it somehow was erased and needs to be setup then you must set it up. Follow the onscreen prompts to set it up.
