When I use Apple Pages, the default font and size for page numbers is Times New Roman, 15 point
Is there any way to change this default globally or do I have to do it manually in each new document I create?

The default font for a page number is Times New Roman Regular at 13 pt. On the first page of the first section, insert the Page number and then select it. Now you can set the font face and its size in the document side bar. This does not change the font in the document body text.
If you want that footnote attribute to span sections, on the first page of the new section, click Document > Section and select Match previous section.

Yes that does not change the default page numbers though - just the body
