Location security
What is the most secure and definitive way to ensure my location is not being provided to apps / people I don’t not want ?

Settings>Privacy & Security>Location Services. Turn off (or otherwise adjust) the settings for each app in the list.
As for sharing locations with people, go to Find My>People and turn off sharing with anyone you don't want to share with.
Also, don't share your Apple ID and passcode with anyone.
