How to stop iPad from locking out

My mother in law is 80 years old and wanted an ipad. i am a samsung user. we got her set up, transferred info from her iphone, and everything seemed fine. she went to use it, used her fingerprint to log on, it asked for another password and she was locked out. she ended up getting a 48 hour hold on it. she brought it to me today, got in with her finger print then it asked for a password for siri, i ignored or whatever it asked for, then it asked for another password since the lockout and while i looked for it, it locked her out for another 8 hours. so now it is sitting here and i am thinking this brand new ipad is not a good thing for her and i should just get her a samsung. so much easier. tell me how to get it to quit locking her out

so if we are ever able to get in we should shut off the finger print.

Touch ID reduces the need to enter the passcode as often. If y’all want to use the passcode always, have at.

why is it asking for a password for siri?

Not sure what you are encountering, there.

Siri has no password. Not past the iPhone prompting for the device passcode, if the lock screen is configured for that restriction. Siri access from the lock screen can be configured to require a passcode, or not.

An associated Apple ID (often used for iCloud storage and services) does have a password.
