preview.app PDF form snapping... is broken

I am trying to fill out a pdf form in Preview.app (Mac OS 13.0 (22A380)) and dragging elements (text boxes, signatures) is IMPOSSIBLE. The Snapping flickers between where you want the element and where IT wants to put it, at such a high rate, it drops screen redraw speeds into the dirt.

I tried to find the control to make it stop trying to wrest control of the computer and the location of my elements away from me.

there is none.

I am concerned that my 400 watt power supply will be destroyed the next time I try to fill out a PDF Form.

what is the magic I need to know to disable this blight on humanity?

Can you verify your software is up to date…

The current stable release of Ventura including bug fixes, security updates is macOS Ventura 13.2
