I can’t access my home page by swiping. It is rarely available to me? How can I fix this ?

I can’t access my home page by swiping up. It is almost impossible to find the home page. How do I fix this? Super irritating!

Update to iOS 16.3. This was actually fixed in iOS 16.2, so you may be way behind.
