block adult from making purchases

My child is 18 and on Family Share. She is making in-app purchases using my payment that is saved on my apple ID. How do I block her from using this but still keep her on Family Sharing? It is not allowing me to change her to Request to Buy because she is 18.

Family Sharing and Payment Options, under and over 18 year old kids Hello! You can have a conversation with her or remove her from family sharing.
