If so you were told to sign out of all devices first. Now you’d need to request activation lock removal by providing proof of purchase. See How to remove Activation Lock - Apple Support
You were also told to sign it if you did a temporary deactivation. You’d need to reactivate the account with the code sent to you when you requested it be deactivated.
