Yes. In the U.S., it's about $10/month. Note that you do not have to connect your Watch to cellular service even if it's capable. You can always use it as WiFi only.

And not every carrier supports the Apple Watch. The big ones all do like AT&T, Verizon, T-Mobile. Check with your carrier.
