Haptics will not turn off on new iphone 14 with ios16.3

Purchased new iphone yesterday. I have turned off Haptics and all sound but I am still getting haptics and key noise for some actions. Example when holding and copying a text or when giving text a thumbs up. And random other moments.

I have turned everything off in Sound and Haptics. I also followed the instructions in an old thread to turn off haptics associated with accessibility.

Is this an iphone 14 bug or an ios 16.3 one? driving me bonkers
