My flagged mail no longer appears in my mailbox. I am trying to recover it. I still have them in my iPhone Could I import or sync them to my computer. Not sure what to do. Can you advise

Only if you are using flagged emails with iCloud would the flags be expected to sync between devices. Anything else is synced with third-party email services and flags won't carryover there.
Try updating to macOS 11.7.3 to rule out the issue being related to an outdated version of macOS. Here's how to Update macOS on Mac.
