If a “new” iPad indicates that you must enter a Passcode or Password - that you have not yourself created during initial setup - the iPad has already been set-up by somebody else. As is, the iPad is (and will remain) useless to you. In such circumstance, you need to return the iPad to the retailer for exchange or refund.
