I am a student and want to buy 2 iphone 13 mini. I am wondering if the price would be cheaper if I buy them at the Stanford apple store, than other apple stores in San Francisco city?
Is there any advantages/discount at Stanford university's apple store?

No. Prices are the same at any U.S. Apple Store.
Purchasing two iPhones? Is one for someone else (hopefully using their own unique Apple ID)? And hopefully both are for use in the country where you are buying them.

I will use one of the phones in the USA, and will post the other one to my husband in Canada. He will use his own apple ID. Is there any restriction to being able to use the phone in Canada? should we do any special registration for the phone?

There should not be a restriction on using the iPhone in Canada. But there will be a restriction should the iPhone require service. It would very likely need to be serviced in the country where purchased. The same would apply to its warranty.
