It sounds like you may have removed some buttons from the toolbar in Mail. The following resource has steps that will help you add them back to your toolbar: Change email settings in Mail on iPad.
Customize the Mail toolbar
You can choose which buttons are visible at the top of the Mail app, to keep the actions most useful to you front and center.
1. In the Mail app, tap, then tap Customize Toolbar.
2. Drag buttons to add or remove them from the toolbar.
