I have tried all the recommended steps to remove this app from my phone including special codes from the developer and nothing works. My voicemail is still hijacked. Who do I contact or how do I get rid of this on my iPhone 11.

When you installed Robokiller(I have no idea why anyone would do this) you redirected all your phone traffic to their servers.
Uninstalling the app apparently doesn't undo this.
You need to contact Robokiller and see their directions for fixing this.
Otherwise contact your cellular carrier to see if they can fix your cellular settings.
