Screentime Password Reset (with correct Apple ID and password) does not work

I somehow blocked myself from removing screen time. I cannot use the option "forgot password" as when I do it and I enter my correct Apple ID and password, it gives me another 60minute penalty. Also I cannot log out of my apple id since screen time is on. How can I finally get rid of it? it's been like this for 2 years. help!
