I have a Apple Watch with cell service and a I phone 7 plus with no service can I use the phone with the cell service from watch if no wifi available?

No. While the watch is assigned a phone number for billing purposes, it is tied to the phone number on the iPhone and that number has to be active. You need cellular service on your iPhone.
