I can't add a new payment method to Apple Pay

Every time I try to add a new payment method, apple refuses it and and says "contact customer support" which just goes in a big pointless circle with no answers.

There is absolutely nothing wrong with the master card I am useing.

I just wanted to sign up for apple TV, but I guess Ill give up, because Apple clearly doesn't want me as a customer.
