Purchases in Rise of Kingdoms not working.

Anytime I try to buy something in rise of kingdoms it says “Due to network instability the item price may vary from the actual payment. For the official payment amount, please consult your App Store receipt” and then if I click confirm and try again. It says “operation too frequent”. I’ve purchased stuff on the app before with no issues. I’ve uninstalled and reinstalled the app and I’ve even logged out of my App Store and re logged in. Nothing has worked. I’ve also tried Wi-Fi and mobile data. Still says network instability. I’ve never had any issue with my network before hand. Anyone have any advise?
