I’d almost filled up my storage and was emptying it out so I could get the latest update (15.7.3) and I offloaded iMovie. I now want to reinstall it so I can save all my projects and delete it to give me more room, but it won’t reinstall and keeps failing

You have to free up some local storage so that you have somewhere around 10% free. Otherwise you'll continue to have issues:

Note: When you delete photos and videos, they also have to be deleted from album Recently Deleted to truly free up storage.
Note2: be careful when deleting apps. Many times their related data is deleted along with them.
