How do I unblock a voicemail number

While we aren't exactly clear regarding the issue here, this article can help you find the number and remove it from your block list: Block phone numbers, contacts, and emails on your iPhone or iPad

"Go to Settings > Phone and tap Blocked Contacts to see the list."

If this is exclusively a voicemail issue, you should contact your carrier as this is their feature.
