Hey, hi apple I wanted to ask that i have an iphone 11 and it’s locked to owner and i cant open it as i dint know the password and tgr id is also disabled please its a req can you help me with that so I can reuse my phone can you open it?

Who's the Original Owner:
Are you the original buyer? If not, and this is a used phone, then only the perform who set this up with the password can get in it. They the site the person should have used, prior to ridding of it: What to do Before you Sell, Give Away, or Trade In your iPhone or iPad - Apple Support. They should have known better.
