we forgot password of my doughter's ipad pro 2nd gen. with icloud id and id is locked for security reason, we have tried to unlock id option and receiving unlock instruction on same id which is already locked, and unabale to open icloud mail from other devices, can any one help me in this regard ?

Thanks Dear, I ve tries ur given option but there is one more problem n that apple asking for picture of original invoice and that i dont have, i uploaded box, ipad and other docs which r incld in box but without invoice it cant be process.
