If that doesn't help, please tell us what you mean by you are locked out of accessing Find My. The app is set up when you sign in to iCloud on your iPhone with your Apple ID.

Also, is it possible this was a phone given to you by a family or friend? Was it erased per the steps here: What to do before you sell, give away, or trade in your iPhone or iPad - Apple Support
