can’t load apps on family (kids) Apple watch SE

If I try to install an app from my son (<13 yo) then I get stuck in a loop where I click “get” the enter the “apple password” the enter the “watch passcode” then it starts processing and kicks me back to the “get” button again.

Most advice says to use the iphone “watch” app and go to the “my watch tab” but that doesn’t appear to exist for a family managed watch.

software on phone and watch are up to date.

So I can’t install any apps on the watch.
