I cannot add debit/credit card to my Apple wallet

Cannot add my debit card to my wallet. Using iPhone 14 Pro Max. All devices have latest update 16.3 at this moment. I have 5 card from different banks. Only on this iphone I can't add my cards. If I try to add my cards on other iPhones, I get it done perfectly. Called the bank, they said the cards are activated for Apple Pay, to call Apple. Tried to add the cards to my spouse's phone 12 Pro max.... No problem, added to wallet. Called Apple. They said this is not Apple problem, to call back the bank and let them know this is a PNO (Payment Network Operator) problem and. They said that is not correct, to call Apple again. Tried to add my individual card to the iPhone XS max..... Works!! Got added!. Still can't add it to my iPhone 14 Pro max. Tried to turn it off on iCloud & restart and back on & it didn't work. Change the region and many other things. Anyone else have ideas on how to make this work? I haven't had issues adding credit cards in the past.
