the option to manually. manage server settings has vanished! I suspect that I need to "unlock" settings buy entering the system password but there is no obvious way of doing so. It appears that rather than having the padlock at the bottom of the window, setting prompts when it need authorisation.
I also note that the advanced button has gone.

It can be confusing, because Mail->Accounts leads you to System Settings.

Go to Mail->Settings, click on Accounts, then "Server Settings":
Ah! That is different! (and arguably more logical). I just checked on another system running Monterey and it used to be in then system settings. Very confusing have accounts in the main mail menu as well as the settings!
