Provided that your iPhone can be upgraded to iOS 16 (see iOS 16 and iPadOS 16 are compatible with these devices - Apple Support) you can connect it to a computer and upgrade it using the computer. See Update your iPhone or iPad - Apple Support
Or if you have a recent 5G capable iPhone you can, under certain circumstances, use your data plan to download the upgrade file.
