I came here to ask for solutions to the same problem. But with sheer dumb luck, I was able to get the 4k option to appear again by switching to a different google account and switching back
See if 4K works from the YouTube website, in addition to testing through the app.
No joy. Maxed at 1080 both website & app. Software locked clearly.

According to the technical specifications for the iPad (5th generation), 4K video formats should be supported. If the issue is exclusive to YouTube, make sure the videos you are trying to watch are available in those resolutions. Your iPad will only be able to playback videos in the formats made available from its originator. This means that if a video on YouTube was not uploaded in a 4K format, your iPad will not be able to play it in 4K.
Should videos have a 4K format available that you are unable to play on your iPad, use the steps in the Apple Support article If an app on your iPhone or iPad stops responding, closes unexpectedly, or won’t open - Apple Support to troubleshoot YouTube itself. These steps target issues that are isolated to one app in particular, and may wind up resolving the issue.

Mine doesn’t support 4K YouTube either. There used to be some experimental features to mess about with in settings. Settings>Safari>Experimental Features>VP9 CODEC & H.265.
However, sadly they don’t seem to make any difference more now either. Seems Apple are software locking it to force an upgrade, as the chip inside is also used in the Apple TV 4K.

Thanks for the reply but i am aware of these things and have tried but ipad pro 2017 is still not showing option for 4k. And even found i am not the only person facing this issue. If you own it can you check it on yours? Please find the attachment my 9 years old android can support it while ipad pro can not.
Jeez idk man. I have an ipad pro m1, the problem started after the latest update. But somehow the account switch fixed it. Though it's still automatically setting my videos at 1080p or 1080 premium bitrate, I have to manually change it to 2160p and it's a bit annoying. This new update sucks. There's also an issue with airplaying YT to my homepod mini.
Going off your info, I’ve added another account to my YouTube app. Switched to that, checked, nothing. Switched back, checked….. still nothing…… 🫤
