School time not working

I have a iPhone 14 (IOS 16.3) with an Apple Watch Series 4 (watchOS 9.3) in family setup for my child. I am unable to get school time to work from iPhone setting to Apple Watch. In the Apple Watch settings, the school time is grayed out and am unable to enable. Only place to get the watch in school time mode is manually from the Apple Watch main face by swiping up and selecting it. I’d prefer to be able to set a school time schedule. I’ve unpaired and re-paired with the same results. I’ve turned all devices on and off. Still nothing.
