Recently deleted apps

I’m seeing two conflicting answers in regards to recently deleted apps. If an app updates will the old version show in recently deleted? See the two attached photos which show the contradiction.. which one is accurate.

Turn off old apps download notifications How does one tell the iPhone and iPad to stop notification that an update needs to be installed but there is none for the older OS version? The stupid App Store app offers to download an older version but when clicking on the download option, nothing happens. Apparently a bug in Apple apps and apparently no way to stop it from asking when doing other app updates that do work.
