Why are pictures that are sent to me in imessage not downloading?

To clarify, does this issue occur with iMessage while connected to cellular data, Wi-Fi or both? In either case, we'd like to provide you with a few state that may be able to help correct this behavior:

  1. "Update your device to the latest version of iOS or iPadOS if needed.
  2. In the Settings app, tap Messages. Turn iMessage off and then back on.
  3. Tap Send & Receive.
  4. Tap the phone number that you want to use with Messages.

6. Try to restart your iPhone 

7. Check your network connection. To send a message as iMessage or MMS, you need a cellular data or Wi-Fi connection.

8. If you’re trying to send group MMS messages on an iPhone, go to Settings > Messages and turn on MMS Messaging. If you don't see an option to turn on MMS Messaging or Group Messaging on your iPhone, then your carrier might not support this feature.

9. Make sure that your device has enough space to receive images and videos."
