If I choose Command-B or click the icon to Bold it will not work. If I do command-T, the fonts box will open and I can choose a bold font under the style list (for fonts that have bold styles) but I want the short-cut to work-- I just want to do emphasize something quickly of course. I've used Macs since 1986 so I am not a newbie.

You have Rich Text format enabled in Mail? Obviously I'm digging around on this. What if you enter into safemode and try it then? Does it work in safemode? If it does, sounds like perhaps a 3rd party app is interfering.
Is it possible you inadvertently re-assigned 'Command + B' in Keyboard Shortcuts?

Yet another question: Do you have any add-ons or plugins installed in Apple Mail?
You select the text in the body of your outgoing email and click the B button on the toolbar. I have Ventura 13.2 and the ⌘+B shortcut, or B toolbar button work as expected on selected body text in an Apple Mail compose window.
As stated above in my question, "I've used Macs since 1986 so I am not a newbie." I know how to bold text in all applications. It just no longer works in Apple's Mail app and it hasn't been working for months. I am finally just tired of my "work arounds" and am looking to solve the real underlying problem. I did try it in safe mode and the bolding does then work. I don't use many third party apps, plug-ins, extensions. But I'll keep looking. At least I am now making progress. Thanks for your help. Any further suggestions with this new information?

Also clicking the "B" bolding icon does not work either...
